In the opinion of the RAIU, RRVs are rolling stock; however, the RAIU recognise the opinions of the CRR and IÉ-IM, and therefore make the following recommendations in relation to the clarification on the classification of RRVs; and the requirements associated with RRVs where classified as rolling stock:
The DTTAS should review the Railway Safety Act 2005 and current amendments to make clear the classification of RRVs; consultation should be sought with the Commission for Railway Regulation (CRR); and, relevant stakeholders where appropriate.
