The "Portlaoise Train Depot Safe System of Work & Operating Instructions" document does not clearly identify (between the Chief Mechancial Engineer Driver or Limited Shunter) who has overall responsibility for the movement of trains within the confines of Laois Train Care Depot; as a result the RAIU make the following safety recommendation:
Iarnród Éireann (Railway Undertaking) Chief Mechanical Engineer's Department should determine who has overall responsibilities for the movement of trains within the confines of Laois Train Care Depot, including who is allocated the role of Designated Person Responsible for Protection, and, clearly brief these responsibilities in the Chief Mechanical Engineer's Department Training Course and the "Portloaise Train Depot Safe System of Work & Operating Instructions.
