Basis for Recommendation
As there was insufficient physical or procedural safeguards to prevent small children, whose feet do not touch the ground, from falling from an open carriage, the RAIU make the following safety recommendation:

Recommendation
Difflin Light Railway should review the physical and procedural safeguards for the operation of their trains, to prevent small children whose feet do not touch the ground in a seated position, from falling from open carriages.
