The Northern Ireland Railway Pilotman & Iarnród Éireann - Infrastructure Manager Signalman were inexperienced in the practical aspects of Single Line Working especially where more then one train was involved, neither had experience outside a theoretical lesson in the classroom.
Iarnród Éireann - Infrastructure Manager should review their training, assessment and competency of signalmen and pilotmen in relation to Single Line Working with Pilotman to ensure they are confident in performing their respective duties during Single Line Working and are familiar with the routes covered.
